I have never used one of these, but I see them identified as salt sellers, salt cellars (which I think is wrong) and mustard pots. You see salt sellers that have no lid so I think the mustard pot idea may be right but you can use it for whatever you wish, I suppose. Lined with cobalt colored glass. Marked Sterling, Webster Sterling mark. Sterling spoon is also marked sterling and hallmarked but I cannot make out the marks. These are just highly collectible antiques. This one has detachable lid.
